Direct answer

A person who acquired U.S. citizenship at birth can still have U.S. filing and foreign-account reporting obligations despite lifelong residence abroad. Before renunciation, determine citizenship facts, map the five-year tax history, screen Streamlined or former-citizen relief only against their actual eligibility rules, and review the dual-citizen covered-expatriate exception.

What to know

  • Citizenship and filing status must be established before choosing a catch-up route.
  • The dual-citizen exception has specific birth, citizenship, tax-residence, and U.S.-residence conditions.
  • The exception does not remove the five-year certification requirement.
  • Non-willfulness and IRS examination status affect correction options.

Start with facts, not a procedure

Confirm how U.S. citizenship was acquired, whether it was retained, other citizenships, residence history, and any prior U.S. filings or notices. A familiar label such as accidental American does not itself create a tax exception.

Compare catch-up paths carefully

Streamlined Foreign Offshore Procedures require a non-willfulness certification and generally cover three return years plus six FBAR years. Separate IRS relief procedures for certain former citizens have their own conditions. Neither should be recommended automatically from the fact that returns are missing.

Review local assets

Local pensions, investment wrappers, mutual funds, brokerage accounts, companies, and trusts can create U.S. forms. Country-specific product names are starting points for classification, not automatic PFIC or treaty conclusions.

Questions

Does never living in the U.S. remove filing duties?

Not by itself for a U.S. citizen. Filing requirements depend on the tax rules and the person’s facts.

Is Streamlined automatic for accidental Americans?

No. Eligibility and non-willfulness must be assessed.
