Form 8854 asks whether the expatriate complied with all federal tax obligations for the five tax years ending before expatriation. A filed Form 1040 alone may be insufficient when an applicable FBAR, employment or gift tax return, or international information return is missing, or when tax, interest, or penalties remain unpaid.

Why status labels matter
