Filed your return without Form 8621?
An omitted Form 8621 is usually corrected with an amended return — Form 1040-X with the forms attached and the PFIC tax recomputed where units were sold. When that is the route, when it is not, and why the year stays open until the form is filed.

Direct answer
How do I fix a return I filed without Form 8621?
Usually with an amended return: a Form 1040-X for each affected year, with a Form 8621 for each PFIC that required one, and the tax recomputed where a redemption or a large distribution happened. The year can stay open for assessment until the missing form is supplied, so waiting does not close it.
This is not automatically a Streamlined case. Streamlined is a separate route, assessed when more than the form is missing — unreported income, unfiled FBARs or unfiled returns.
What changes the answer
- Income, FBARs or whole returns are missing too: a catch-up route is assessed first.
- The year had aggregate PFIC value of $25,000 or less on the last day of the year ($50,000 MFJ) and nothing was sold at a gain: the annual report may have been excused, and there may be nothing to amend for that year.
- The IRS has already contacted you about the year: have the notice read before anything is filed.

A screen. Whether a fund is a PFIC turns on its own annual income and asset facts under §1297; the read above says how far your answers go and what would settle the rest.
You filed your return — perhaps with an FBAR — and later learned that your non-U.S. funds are PFICs that needed Form 8621. It happens to people living abroad and to people living in the U.S. with funds from home, Indian mutual funds especially. It is an ordinary correction with a defined route, and the route depends less on how many funds you hold than on what else the return got right.
The usual route: Form 1040-X with the Forms 8621 attached
When the rest of the return was right — wages, interest, the funds' distributions and any sales were reported — and only the PFIC reporting is missing, each year is corrected with an amended return:
- Confirm which years needed Form 8621: each year you were a U.S. person holding a PFIC with a filing requirement — checking whether the small-holdings exception may have excused a quiet year.
- List each PFIC — each fund, or for an Indian portfolio each scheme — with its purchases, redemptions, switches and distributions in the year.
- Recompute any year with a redemption or an excess distribution under §1291: the gain is allocated over the holding period, with tax and interest on the share allocated to earlier years.
- Prepare one Form 1040-X per tax year, attach a Form 8621 for each PFIC that required one, and explain the change in the explanation section.
- File it — electronically with tax software where the IRS allows it, or on paper for tax year 2021 or before.
- Keep the filing confirmation or proof of posting, and treat the year as corrected only once the amended return has actually been filed.
When it is not just an amended return
Amending fixes a return that was filed and is wrong in a specific way. It is not the route for everything:
- Only the PFIC reporting is missing → Form 1040-X with the forms attached, as above. This is not automatically a Streamlined case.
- Fund income or sales were never reported, FBARs were missed, or years were never filed → a catch-up route is assessed first. Streamlined is one of those routes, with its own eligibility conditions and certifications; the catch-up options set out which fits.
- You meant to make a QEF or mark-to-market election → an election is generally made on a timely filed return for the year it first applies, so a late year generally defaults to §1291. Whether a late election can still be made turns on the facts.
- The IRS has already contacted you about the year → have the notice read before anything is filed.
Why the year stays open
Under IRC §6501(c)(8), when a required information return such as Form 8621 is not furnished, the time for assessing tax on that return does not run out before three years after the information is supplied. A year that would otherwise have closed stays open. The extension is narrower when the failure was due to reasonable cause and not willful neglect — it is then limited to the items related to the missing form — but either way, filing the form is what starts the clock that closes the year.
The Code does not set a separate dollar penalty for a missing Form 8621 on its own. What matters is the tax: any §1291 tax and interest for a year with a redemption or an excess distribution is still owed, and whether other penalties attach to an underpayment of tax is a separate question on the facts.
More funds does not automatically mean more forms
Form 8621 is filed per PFIC — generally one Form 8621 per PFIC, per year — so ten funds can mean ten forms in a year with a filing requirement. But for a year with aggregate PFIC value of $25,000 or less on the last day of the year ($50,000 MFJ), the small-holdings exception may excuse the annual report. Exception is narrow — it covers §1291 funds only (no QEF or mark-to-market election) and is lost in a year with an excess distribution or a gain on a disposition. So the count is decided year by year, by what happened in each year, not by how many funds you own.
Filing the amended return
The IRS says Form 1040-X can be filed electronically with tax software, and that an amended return for tax year 2021 or before is filed on paper. A paper amendment is posted to the address the IRS gives for amended returns; keep proof of sending. Either way, the amended return carries every form the change touches — each Form 8621, and any schedule whose figures moved.
Doing it yourself, or having it done
To do it yourself, the PFIC Portfolio package computes the PFIC figures for a supported tax year and shows the workpapers behind them; the Form 1040-X itself is prepared and filed by you or your own preparer.
To have it done: Atamatax scopes your case, engages a qualified CPA or enrolled agent and pays them; you receive one written quote from Atamatax that includes their fee — you never contract or pay a professional separately. The full quote is issued only after a professional has accepted the case; it names the tax years, the forms (with caps), who prepares, who reviews, who signs as paid preparer and how the return is filed: e-filed through the professional's authorised e-file provider where the year and forms allow, otherwise a paper filing Atamatax coordinates. You sign your own return and any e-file authorisation (Form 8879). No professional is named, and nothing is described as prepared, filed or accepted, before it has happened.
The price is a custom fixed quote, set by the funds that are actually reportable, the tax years, the transactions, the condition of your documents and the professional's workload — there is no universal price and no per-fund rate. An initial scoping stage may be offered; where it is, it is priced on its own and credited in full against the full engagement.

From one fund to the whole case
What does your PFIC situation actually require?
Four questions — how many funds, for how long, whether Forms 8621 were ever filed, whether the returns are current — and a route into the preparation that fits, with what it costs. Nothing you answer leaves this page.

A routing read, not a determination. Whether a fund is a PFIC, whether an exception applies and what a prior year needs are established when the holdings are screened; the route above says where that happens and what it costs.
